    ORGANIZATION: Partners For Quality Inc.
    DEPARTMENT: Information Technology
    POSITION: Chief Information Officer
    STATUS: Full Time; 37.5 hours / week
    HOURS / SCHEDULE: Monday through Friday; flexible to meet the needs of the organization
    LOCATION: Robinson Township

    Partners For Quality Inc. (PFQ) is a private, non-profit organization based in Robinson Township. Partners For Quality provides administrative management to five subsidiary organizations that support local individuals with intellectual & developmental disabilities and behavioral health challenges. PFQ’s management services include Fiscal (including payroll), HR, IT and Communications – thus allowing subsidiaries to focus on their day-to-day priorities. Our subsidiaries include Allegheny Children’s Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the Partners For Quality Foundation.  Through these subsidiaries, we provide community-based supports and services to 5,000 adults and children with intellectual disabilities and behavioral health challenges in Allegheny County. 
     
    The Chief Information Officer is responsible for directing the information and data integrity of Partners For Quality and its subsidiaries and for all Information Technology functions of the organization. Primary duties include, but are not limited to:
    • Develop and maintain the integrity of data used in dashboards and other reporting tools to provide analytics and requested metrics
    • Work closely with organization to identify, understand and develop metrics and key performance indicators, to increase revenue and efficiencies
    • Identify and develop process improvement opportunities
    • Responsible for client and company technology development and knowledge of data driven company
    • Lead the strategy for technology platforms, partnerships and external relationships
    • Represent the technology agenda in staff meetings
    • Identify, compare, select and implement technology solutions to meet current and future needs of the organization
    • Develop, track and control the development of annual operating and capital budgets for purchasing, staffing and operations
    • Manage and optimize infrastructure assets
    • Create overall technology standards and practices and ensure adherence
    • Track, analyze and monitor technology performance metrics
    • Oversee all system design and changes in system architecture
    • Keep abreast of new trends and best practices in the technology landscape
    • Work closely with management team to define and deliver new products and enhancements
    • Oversight of all IT systems in support of business processes and efficiencies to enable all employees to perform essential job functions
    • Work closely with executive management team to monitor and validate the organization’s compliance with security policies
    • Ensure all employees are following rules and regulations and maintaining confidentiality with the company’s data
    • Manage the overall operations such as help desk, data, computer system operations, computer program development, and technical service
    • Manage overall communication networks including voice and data systems for the organization
     
    QUALIFICATIONS
    1. Master’s Business Administration, Computer Science or similar relevant field preferred
    2. Five (5) years’ experience as a Chief Information Officer
    3. In-depth knowledge of architecture, design and development of Information Systems
    4. Experience with complex project management
    5. Outstanding communication, interpersonal and leadership skills to communicate with all level of employees
    6. Excellent organizational and time management skills
    7. Effective negotiation and vendor management skills
    8. Proactive problem solver
    9. Attention to detail
    10. Expertise in finding out technical issues with information systems and addressing issues
    11. Ability to deal with troubleshooting problems
    12. Good administration and planning skills
    13. Good presentation skills
    14. Valid Driver’s License with a clean driving record
    15. Act 33, 34 and FBI Clearances
