    Under the limited supervision of the Director, Data & Analytics, responsible for developing and aligning technology strategy and vision for the IOT and Data/Analytics team to the Allegheny County Airport Authority’s organizational goals and objectives.  The incumbent will ensure that software delivery services, investment decisions, and delivery structures and processes align with the business unit and enterprise and technology strategy and objectives.
    At the ACAA we all have a role in the ambitious transformation of becoming a smarter airport that will enhance the passenger experience and deliver on our mission of being a global aviation leader. Here is how the Senior Manager, Software Development role will help:
    • Manage the end-to-end software and technology lifecycle, including business case development, systems requirements, systems analysis, design, development, installation, maintenance, and enhancement for mission-critical application systems for one or more assigned unit/area.
    • Act as Scrum Master on AGILE project and as the project manager on Waterfall project; seamlessly transition between both.
    • Assess customer requirements, analyze the architecture of business events and data that supports the architecture, evaluate possible solutions, and present recommendations to management, client business owners, and IT partners.
    • Ensure that application systems are developed in a way that complies with architectural, cyber security, internal audit and established methodologies and practices.
    • Research, partner, and manage software and technology solution vendors to maximize value for business units and the company.
    • Manage, direct, and lead major strategic and critical cross-functional department initiatives.
    • Anticipate and identify issues inhibiting the attainment of project goals and develop and implement corrective actions.
    • Partner with user groups to develop innovative and robust technology roadmap to anticipate and align with current and future business unit technology (software, mobility, cloud) needs.
    • Design and document software architecture to support the Core Data Platform.
    • Provides direction and motivation to employees through coaching and counseling.
    • Manage and mentor software developers and analysts to ensure positive career growth for team members.
    • Openly communicate department vision and formulates goals toward anchoring activities that will ensure employee success toward meeting goals.
    • Promotes employee continuous improvement through employee feedback, development plans and performance reviews.
    • Perform other related tasks as assigned or required.

    The successful candidate in the Senior Manager, Software Development role will exhibit the following knowledge, skills, and abilities: 
    • SAFe-Agile instructor level certification.
    • Extensive knowledge of Lean Process Management.
    • Extensive knowledge of architecting systems that link IOT telemetry to Web applications.
    • Mobile Development Experience.
    • Embedded Hardware development experience.
    • 10+ years SQL data management experience.
    • 3+ years’ experience working with IOT devices and infrastructure.
    • 5+ years’ experience developing on cloud-based architecture.
    • Extensive experience in semi-structured and non-structured data systems.
    • Extensive experience developing applications in Azure.
    • Extensive writing technical procedures for operations.
      • Specifically looking for experience writing job procedures in either transport or industrial sectors.
    • Extensive experience writing technical research papers.
      • Specifically looking for experience as the primary author on peer-reviewed journals.
    • Extensive experience gaining business focused insights from data.
      • Specifically looking for experience where significant value was generated from analysis of data.
    • Extensive experience managing non-software development operations.
      • Specifically looking for engineering experience in either transport, energy or industrial sectors.
    • Previous experience designing AI/ML systems to analyze data and predict future patterns.
    • High Proficiency in the following programming languages:
      • SQL
      • Python
      • C#
      • Javascript/Node
      • Javascript/React
    • Knowledge and experience in vendor software selection process and vendor management.
    • Extensive experience managing and troubleshooting technology.
      • Specifically looking for experience managing IOT device fleet
    The minimum requirements needed to qualify for the Senior Manager, Software Development role are:
    • Bachelor’s degree from an accredited college or university in information systems, computer science or closely related field. Master’s Degree in Computer Science preferred.
    • 10+ years’ software development experience.
    • 10+ years’ project management experience.
    • At least 5 years’ experience working with traditional/waterfall type projects.
    • At least 5 years’ experience working with Agile type projects.
    • Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license.  Note: license must be maintained throughout employment.
